[sldev] [AWG] [ANN] pyogp mailing list now available

Hi!

We now have a mailing list dedicated to the development of the pyogp
project which consists of

- a library for connecting and implementing OGP compatible components
- a test harness for testing OGP compatible components if they are
truely compatible

and potentially more.
