[sldev] cmake weirdness

I meant linking with the system libs vs linking with a lib bundled in
the eventual deployment package.

When soft said it would only fetch the "necessary" libs, I took that to
mean it would only package libs that did not exist on your system
elsewhere, which would make the package pretty system specific.
