I have wanted an extended llStartAnimation() with a few extra options:

llStartAnimationExt(string anim, float rate, vector offset, integer  
priority, integer bonemask, ...);

Alas, scrubbing in a HUD would require fixing a number of JIRAs  
regarding llDetectedGrab() and similar.
