Improved viewer and script communications (Re: [sldev] Puppettering Branch)

Unfortunately, Operating systems like Microsoft windows has the '2'
limitation buried in the registry, and some ubiquitous libraries honor that
limitation (can you say wininet?).  In fact, for server applications using
wininet, it's recommended by Microsoft to dig into the registry and change
that value.
