[sldev] [POLICY] Devise better way to discuss hotbutton issues on sldev

We have a tendency on the sldev mailing lists to have long threads that 
extend for a very long time, which seem irreconcilable. The current 
sldev posting guidelines aren't helping either (though perhaps that's 
only because people haven't been reminded, see: 
https://wiki.secondlife.com/wiki/SLDev )

Common hotbuttons:
* IP address privacy.

* What level of protection to put on in-world textures.

At a minimum, we have to do better at documenting the debate, perhaps 
with FAQs for each side of the discussion, so that at least we can pick 
up where we left off rather than starting from the beginning.
