[sldev] Open Grid Identifier Notation draft proposal

Hmm, please forgive my thickness, but how does java's convention of
organizing name space and a folder structure for source code apply to the
existing convention of network discovery and DNS? Solid tools are already
out there to utilize the other approach for this exact application.
