[sldev] Compiling/VS2003: Where is develop.py ?

There is no develop.py for the 1.20.11.RC that is hot off the presses,
as far as I can determine. A search of the entire source tree turns up
nothing for a file named "develop".

So, I assume that particular compiling instruction can be deleted as obsolete?
