[sldev] 1.19.0.4

We're planning on pushing out 1.19.1 RC0 today.

This was a special case where we released 1.19.0.4 and then revved to 
1.19.0.5 to address an exploit. We were anticipating 1.19.1 RC0 sooner 
so didn't rush to update the RC. Also, since RC's exist for the purposes 
of getting feedback before a viewer becomes the default and 1.19.0.5 was 
already the default download, updating the RC was not high priority for us.
