Well, I assume that you don't expect people to game their results to get caught by the SafeFilter (since this would be an exercise in futitlity as to be filtered from the PG results all you need is to click the mature box!) ;-)
 
As regards gaming the system so that mature results still appear in a PG search. What I'm not sure of is how many of the mature listings appearing are deliberate or just oversights. This would certainly catch all the oversights, and a reaosnable number of the deliberates.
 
The genuinely determined ones which game the system and avoid the filter would still be AR-able, and hopefully using the SafeFilter (which Google will be constantly refining) will cut down the number to a manageable level.
