[sldev] Compile error

[Phoenix]

The latest version of Cygwin flex generates code which causes  
problems during compilation on windows. The patch must not have made  
it into a released version snapshot. Steve provided details in a post  
late in April with an attached diff for indra.l and a preprocessor  
directive for the project file.
