That's not quite right.

Overhanging prims are still considers to be on the sim that they were 
moved from.

This is known, because in order to allow avatars to cross a region 
boundary whilst walking on prims without falling through the floor, you 
need to use link offsets (overhanging objects) to create a floor for 
them to walk on while they are travellig accross the region boundary.
