1.20.7 is out based on that branch, woot!

I've got test builds done today at work ;-), its looking good. We still
have the textures download slowly bug, which the little fiddling with
timeouts helps but i've backed out my other patches as Qarl's superceeds
them at a higher function call anyway (and does a *much* better job for
cache recall).

As noted on the JIRA some textures are getting stuck at an excessive
discard level, one example for me was certain Linden Tree's bark
texture, but i think overall its a big improvement. A little band-aid
here and i think that will probably keep people happy until the texture
pipeline is redone (which i presume is on the cards with the http
textures and all that).

IMHO the 1.20.7 is seemingly very stable, more so than previous RCs in
this series but i suppose its a bigger diff than usual as its merged in
another branch and the things that have merged have done it all some
good stability wise
