I doubt that this will happen anytime soon though as they all sport
different technological platforms.
But from the PDF you link I am not even sure what the goal is. What I
can see in this diagram is that some interchange format seems to be
the goal but I personally have no idea how this could look like in the
scenario WOW -> SL -> IMVU. Did you attend meetings from the
Architecture Meeting Group or read the chatlogs? There you can see how
many discussions are already happening to make a single platform
decentral. Now add multiple 3d formats, multiple economies and the
whole trust issue to just making data portable and you probably will
have an endless list of requirements.
Is the PDF you link to the only document so far? Because I am missing
some more details statements of what the goal should be. Or some
example how this technology could even look like.
And technology is only the one side, the most complicated side is the
whole social aspect. You need to have lots of controls in place.
With all that in mind I doubt that anybody can write down a list of
requirements today. And I expect that more and more reqs will popup
when the OGP moves along. And actually the Open Grid Protocol is what
I see as having potential because there is a) already open source
projects around Second Life and b) a big installed base and community
and c) a company which is planning to actually use it.
So if you haven't done it I would recommend to engage with the
Architecture Working Group to see what's discussed and developed
there.

PS: Did you contact all the vendors you mentioned, like Linden Lab,
Blizzard etc.?
