[sldev] TransferRequest message

Fields can either be Variable or Variable 2. This one is Variable 2, hence
the two byte size field. That's really part of the protocol overhead though
and not properly considered part of the block (not something that should go
in the per-packet wiki docs). The entire field is 20 bytes; 16 for the
AssetID and four for AssetType (which is handled as a 32-bit integer here,
even though the enum values never exceed 255). From AssetManager.cs:532 in
libOpenMetaverse.
