Something needs to be done about improving texture handling Real Soon
Now. And not just for performance reasons, (although there's little
excuse for needing to sit in a mall shop for five minutes while
textures load to the point of legibility when I'm on 15/15 FiOS
fiber).

Retransferring the same image over and over again when most folks have
bucketloads of cheap disk space for caching makes no sense. And when
residents start getting dinged a buck every gig their download volume
is over cap,  this issue will surface like a breaching attack sub.
