Soft replied on Jira. Response summary: Terrain upload has a built-in
support cost. Get more votes to convince us it's worth it.

Carlo posted on the open source list, but this isn't an open source
issue, so I thought I'd reply here.
I see no internal activity, save some discussion about how much it
would increase support loads. Estate owners upload bad terrain files
and cause all or most objects on a sim to get returned, then file
emergency tickets. The impact would be multiplied if more people had
access to the feature, so the development time is just a tiny
percentage of the cost.

I'd fish for more votes if you think there's demand sufficient to
convince the land team. They'd make the call on this.

Lowering to normal priority. Critical and showstopper are really
reserved for things that fundamentally break SL for most users.
Experience says shooting for lots of votes at a realistic priority is
more likely to convince the land guys.
