I created an ARTWORK_REQUIRED option that appears when artwork is missing
but it is possible to build without it:

   Optionally build without artwork if possible
   http://svn.secondlife.com/trac/linden/changeset/2155/projects/2009/easybuild

You can set it to OFF to build without artwork.
