[sldev] Open Source Meeting Agenda and RFC for VWR-12748

Just added an agenda item asking about procedure for getting the  
supporting artwork in for https://jira.secondlife.com/browse/VWR-12748  
(Increase MiniMap zoom range, and magnify avatar markers at higher  
zoom levels) so that it can be committed.

Once that's sorted out, does anyone have any comments/objections to  
that issue before it gets committed?
