This is indeed a perfect example of a BAD way to limit things.
The number of attachments has nothing whatsoever to do with
how much performance is affected.

Instead of limitting the number of attachments (or points),
the limit should be set on the total number of prims attached,
and that limit should be set *high*, so that under no circumstances
users will run into it until they try to abuse it for griefing.

Separately from that, each individual might be given the
choice to make this performance number (the number of total
attached prims) a function of their FPS.
