[sldev] plugin-api changes

Hi,

I'm bringing some improvements from internal branches to the plugin-api
branch (not SnowGlobe). It's a little bit rocky right now but the Linux
build is now re-enabled with a gstreamer plug-in for your enjoyment. I've
apparently though broken some fmod stuff on the Windows version in the
process so this is really "for dev only" for the moment.

Once I succeed stabilizing that branch, I'll proceed with a SnowGlobe
integration. ETA sometime next week I think.
