[sldev] Script/Parcel/Memory Limits - Memory Limit Configuration

There should be a way for scripts to check how much memory is avaiable
int he pool for the sim, and for the parcel, and also how much memory
the script will be limited to under a worse case scenario, scripts that
can't be allowed to crash would check if they can still perform in worse
case scenario and inform the owner if not. Would work kinda like how it
is when one person owns mroe than one parcel in the sim, they can
redistribute the prim count, witht he difference of it not being
restricted to same owner. Scripts that are using more than it's quota
for the worse case scenario are beyond the safety limits, beyond whatis
recomended, they can crash and stuff, kinda like an overclocked CPU.
