[sldev] Script/Parcel/Memory Limits - Memory Limit Configuration

This exists today - except that when the resources are exhausted an entire
region is slowed to a crawl or crashed. Wouldn't it be better to have the
effects of an inadvertent or purposeful attempt to run the system out of
resources to be contained to some degree?
