[sldev] Static universal memory limits are operationally non-scalable

Christ, people.

Quit worrying about the per-avatar limit. The avatar limit isn't the  
one that's likely to cause problems, unless Kelly and Babbage set it  
way too low and go through with the rumored multiplier on LSL script  
size. The parcel limit is the one that bothers me, because parcels can  
be so much smaller a percentage of the total sim, and because most  
parcels are mostly empty and they don't fluctuate in usage that  
much... so there's more reason to allow overcommitment there.
