[sldev] Windows build of trunk fails during linking

I guess this change caused http://jira.secondlife.com/browse/VWR-12161

As since expat and alike now link against the dll version of msvcr80.dll 
they share locale with mozilla implementation.

Modifying fix SL-35450 to be applied to windows as well fixed VWR-12161 
for me
