[sldev] Cleanup and XUI conversion of the MiniMap

As it turns out, we have been working on cleanup all our XUI for a while now, including LLNetMap and LLFloateRMap, as well as converting ad hoc singletons to LLFloaterSingleton, so much of the groundwork had already been done.  Hopefully we will have this new UI code in your hands within the next couple of months.

Meanwhile, feel free to submit your changes.  Just keep in mind that it might take a while for us to integrate them since we'll need to merge them with our internal work.
