I'm hoping on some more or less official statement from a Linden.
Also, I think that some brainstorming is needed before this proposal
is ready to be submitted to JIRA.

It is true that basically the bits in the mask only represent
mutual exclusive classes; the names given to the bits are
only a guide for vendors to allow a reasonable default to be
chosen in most cases. It doesn't have to be exhaustive or
cover all cases. In the end, the real meaning can be assigned
by the end user if he or she so wishes (which is why it has
to be modifyable at all times).

For example, a user might buy three golden necklaces and wish
to wear them all three at the same time (instead of linking
them, which might not be possible). The vendors are likely
to use the same bit ('jewelry', say), but the user could
simply pick three different bits.
