[sldev] Webmap API change

For one I was trying to petition for a standard Tile Map Service format for
the tile storage. But it seems like it is too late for that option.
There were other considerations, but core to that was providing the tiles
using a standard format that would allow for the use of software other then
the GoogleMaps for accessing and displaying the maps.
