Oh, sorry, this is a different problem than I thought.

Yes, when you rez an object and there aren't enough prims it should  
simply not rez.

There have been several different variations of this one over the  
years, all bad. The correct solution (don't rez the object, leave it  
in inventory) seems too obvious.
