[sldev] Region crossing problem + patch

That's the same basic kind of race that's plagued vehicles on border 
crossings for a long time too -- the reason that they temporarily try to 
snap to <0,0,0> for a brief (or not so brief) moment. It's not 
unreasonable to expect one or two similar manifestations.
