[sldev] SNOW-64: good starter bug for someone

The problem is that the SnowGlobe en_us has a "panel" where the 
SnowGlobe fr and both languages of the standard viewer have a 
"tab_container".  Copy the standard en_us/floater_world_map.xml to the 
SnowGlobe en_us directory and all will be well.
