[sldev] Odd bake behavior in snowglobe

The title for this JIRA is a bit misleading, but it deals with this
issue. So far from my experimenting, I see bakes sometimes propagate
to the other session partially (?), or with a long delay (5-10
minutes), but more often they don't propagate at all.
I don't know if it is indicative of a problem or not, but looking in
the logs, I always see a few lines complaining APR failed to open a
texture file, immediately after the lines dealing with baking. (pasted
into the jira above)
