[sldev] Attempting to build 1.23

Ahhh! Thank you so much, that explains it.

It seems my copy of the windows platform SDK (Microsoft Platform SDK for
Windows Server 2003 R2) doesn't have msvcrt.lib in the Lib folder, instead
msvcrt.lib is only offered in the folders for the different architectures.
Odd.
