[sldev] Snowglobe - False Min Specs Warning

I'm on vista x64 with nvidia GTX280.
I'm not getting the message about the min specs, but have problems
rendering the ocean..
Tiles are not being rendered or flickering. (see
http://www.evolutie.org/movies/snowglobe.mov)
I'm getting this behaviour also with RC 1.23.
I'm fine on 1.21.6
