Ann -

I've been noticing this a lot too. I just managed to catch it in the
act... please see the following screen captures:

The "badTextures" was made with Snowglobe 2446. Notice that I left the
texture console open to show that there's nothing downloading. This
really only seems to be an issue on sculpties - the rocks I'm looking
at are large sclupites. I notice the same thing on sclupted trees as
well.

The "goodTextures" shot was made with a stock 1.23 install.
