In most towns, the current ADSL2+ connection speeds here (France) are
24Mbps downlink/1Mbps uplink (ATM bandwidth: the actual IP bandwidth is
therefore around 15% less than these figures) and fiber optic connections
(either 100% FO or mixed, FO to your building and coaxial cable to your
appartment) offer 100MBps downlink/5MBps uplink... Plenty enough for
OpenSim. :-P

That's an advantage of "old Europe" countries over USA or other large
countries: the population density is much higher and so is the comms
networks density, meaning people are closer to the comms nodes, which
in turn allows higher bandwidth to the end user.
