Yes, it is. It's a one-off experiment we've been running within Linden Lab
to see how Topcoder's services work out. OpenJPEG decoding performance
seemed like a good target to aim at because its success is easy to measure.

The reason you haven't heard anything about it on sldev before now is
simple, but unflattering: we forgot. The people who are running the
experiment are not in regular development roles, and although I knew about
the experiment, I didn't put two and two together and ask "hey, have we
announced this on sldev?"

If the winning patches perform well and are sufficiently clean, we intend to
offer them to the OpenJPEG project for inclusion under the existing OpenJPEG
license (i.e. BSD). So whatever other concerns you may have, you should not
worry about that side of things.

I sincerely apologise for our oversight in not bringing this up earlier.
