[sldev] VWR-10311 Enabling lip sync by default

I am generally in favor of lipsync as something that gives a more real
look&feel to SL. In brickspace, we are used to seeing people moving
lips and without green waves!

I think Philip is right: lipsync on by default, with a simple opt-out mechanism.
