This would be pretty quick to hash out the code on, and I checked and
the only place the descriptions were used server side is in debug
code. The good news there is it sounds like the core guys are okay
with losing the function descriptions, so long as the names are still
printed.

I'd probably generate the UI strings file from the code version with a
quick sed expression, but there's room for error there. If someone
will volunteer to take that version and test hovering the mouse over
every single function tooltip to look for mistakes, I'll do this.
