[sldev] [I18N] localization of LSL editor hovertips possible?

Yup - there's a separate textfile attached to that issue, which can be
pasted into an lsl editor. It includes every single function that
should have a tooltip. As Zai says - some testing guidelines are
included there as a test plan.
