[sldev] Concept of "loaded avatar" was changed?

Many bots don't use "baked", or composite textures, rather they rely on
viewers to download all the clothing layers and display them. I've heard
that new viewers would no longer download all texture layers for other
avatars. Perhaps this feature has made it into the new RC viewer?
