[sldev] Concept of "loaded avatar" was changed?

Yes, we are moving to a system where an avatar is "loaded" if it has
baked textures. Local textures (individual layers) are still present for
the time being for support for legacy viewers, but starting with 1.23,
clients no longer "bake" textures for other avatars (only for yourself).
An avatar is considered to be defined if it has the following textures set:
TEX_HEAD_BAKED
TEX_UPPER_BAKED
TEX_LOWER_BAKED
TEX_EYES_BAKED
TEX_HAIR_BAKED*
(*Note that hair was not actually baked pre-1.23. The existence of baked
hair indicates a 1.23+ client. 1.23 will still "bake" hair for other
avatars that do not provide baked hair, but this will not be true in
future versions of the viewer)
I'll be investigating possibilities for bot owners to consider, but feel
