A little scared to jump into this rather heated discussion, but...

The environmental settings are only there to affect what the client sees (as
far as I know), not affect how anyone else sees the avatar.  So this is a
little different than "opt-out animations".  A closer analogy would be
whether the user would be required to opt into seeing particle effects by
one object or another.  This can and has been done maliciously - tons of
particle bombs are out there that pretty much prevent you from seeing
anything on the screen while they have an effect.  Requiring opt-in would
render bling pretty much useless though...

However, you can leave the area, and (if you know where the switch is) you
can turn them off.  I'm hoping that these scripted environmental effects
would be a little easier to turn off than particle effects however...
