I think the relevant point is that they can't do it using the open  
source (GPL) client code. If someone wants to release a non-GPL  
client addon / non-GPL client version, then they have to use non-GPL- 
acquired client code (i.e. reach some sort of separate licensing  
aggreement with LL). Right?
