Since it's a talk page, feel free to raise your points there.  I don't
have a particular opinion on exactly how it should be done, other than
the following guidelines:

1.  Try to establish consistent, sensible guidelines
2.  Make a good faith effort to work together with others, then do what
makes sense to you
3.  When possible, use existing best practices rather than being too clever
4.  If the guidelines/project seems abandoned, claim it as your own, and
be bold

Your criticisms seem reasonable to me, but it's not my area of
expertise.  I'd drop a note on the talk page of the main instigator to
make sure any big changes get noticed, but then make the big changes you
think are necessary.
