I believe this was proposed before, when we had the first discussion about
traffic volume halve a year ago. I think it was called "labeling" or
"tagging" messages, back then. Wasn't too popular if I remember correctly.

Probably it's somewhere on https://wiki.secondlife.com/wiki/Talk:SLDev,
but I can't locate it. Perhaps it was on-list but can't find it there,
neither.
