[sldev] reducing network traffic

Oh, but waitaminit. I also throttled wind and cloud, and...tada! No
LayerData packets, and sitting in my grey box at 750m bandwidth is staying
under 10kbps; usually under 5.

Now just for giggles I'm going to fly around and see what the world looks
like without ground...
