The versions i have found from http://developer.nvidia.com/attach/8196
have in the top level folder a licence_info.txt that states

"The files bison.exe, bison.simple, and flex.exe are covered by the GPL.
All other files in this distribution can be used however you want."

And individual files have a basic MIT style licence,eg :- you may
redistribute providing you leave the copyright notices in place and that
you do not claim any endorse..etc.


I really can't seen any problem distributing those files? may be you
obtained your files from a different source with a different licence. If
 they don't have a DFSG free licence perhaps you may wish to "switch" to
the download source i linked to above.
