[sldev] [VWR] OpenAL and streaming audio via gstreamer

I have contacted the hosting provider for jira.

The openjpeg texture issue ( https://jira.secondlife.com/browse/ 
VWR-1475 ) is tagged as being in the 1.19.0 viewer.
