We launched JIRA with permissions locked down pretty tight, because we
just didn't know what sort of traffic there would be, or how difficult
crowd control would be.

Since we have an audit trail and now know a lot more about how the
system will be used, I've turned on "edit" for all logged-in users.
Give it a shot and let me know.

That's one that I thought we got turned on earlier this week, so I'm
not sure what happened there.  It's turned back on.
