IP address to name mappings, on the other hand, are semi-private
information.  You may know that 65.102.117.23 visited your website,
but unless you force visitors to log in, you don't know that
65.102.117.23 is Joeseph Bloggs of Podunk, Iowa.

Once you know the relation between an IP address and a name, there are
all sorts of nasty things you can do.  See, for example, the history
of IRC warfare.
